undefinedThe Commercial Vehicle Safety Alliance’s (CVSA) Operation Safe Driver Week is scheduled for July 12 through 18, 2026.

Operation Safe Driver Week 2026, scheduled for July 12–18, 2026, focuses on reducing risky behaviors by commercial and passenger drivers in North America. Law enforcement will increase patrols to deter speeding, distracted driving, and seatbelt violations. Violators face traffic stops, citations, or warnings during this annual safety campaign.”

During this time, law enforcement will target unsafe behaviors like speeding and distracted driving. Officers are also placing a heavy focus on English Language Proficiency (ELP) enforcement for all drivers.

The area around the Ports of Long Beach and Los Angeles, CA, and I-5 will become major hubs for these inspections. CHP officers monitor these busy corridors for any signs of unsafe driving.

However, the primary enforcement point is the weigh station on I-5 northbound between LA and Lamont is the Castaic Commercial Vehicle Enforcement Facility weigh station, located just north of Magic Mountain Parkway in Santa Clarita. Southbound traffic typically faces inspection at this same location.

CHP patrols watch both north and south-bound commercial traffic, primarily for speeding in a CMV and overweight vehicles. Tickets from violations on the Kern County side must be resolved at the Lamont Courthouse.

Major focus areas will include dangerous driving behaviors, such as reckless driving, distracted driving, and unsafe lane changes.

Commercial drivers must be ready for a comprehensive review of their qualifications during Operation Safe Driver Week.

A key part of these stops is the federal English proficiency requirement. Under 49 CFR 391.11(b)(2), General Qualifications of Drivers, provides that drivers must converse fluently with the general public.

Failing this written and spoken evaluation during ELP enforcement will lead to an immediate out-of-service (OOS) order, possible traffic tickets for the driver, and massive fines for carriers that hired the alleged unqualified driver.

Ticketed CDL holders should immediately consult a CA traffic attorney.

Understanding the Risks of ELP Enforcement

Federal guidelines now require officers to place non-English speaking drivers out of service.

This change follows a significant shift in enforcement policy for 2026. ELP enforcement ensures that every driver can “read, speak, and understand English sufficiently” to respond to officials, highway traffic signs, fill out logs and reports, and communicate with inspectors and patrol officers.

Inspectors use a two-step interview process to verify the driver’s language skills. Commercial drivers must also be able to make legible entries in their records. Failing to respond to official inquiries in English could result in an OOS order violation.

These violations carry heavy fines and could lead to a misdemeanor charge for the independent operator or carrier.

High-pressure zones around the Los Angeles Ports will be the primary locations for these checks. Maintaining clear communications in English is essential for avoiding an expensive and time-consuming delay.

Two-Step Roadside Inspection: Inspectors conduct a conversational interview to assess communication skills, followed by a check of the driver’s ability to read and understand standard traffic signs.”ELP requirements of 49 CFR § 391.11(b)(2).

Navigating Speeding Tickets on the Grapevine

The I-5 Grapevine features long, steep grades that require extreme caution and reduced speed limits.

Caltrans often lowers the speed limit to 35 or 40 mph for safety on the Five over the Tejon Pass. These reduced limits frequently lead to speeding tickets for many commercial drivers.

Citations issued on the Los Angeles side go to the Santa Clarita/Valencia Courthouse. Tickets on the Kern County side are resolved in the Lamont Courthouse. Both courts strictly enforce these lower speed limits to prevent runaway truck accidents.

Commercial drivers who pay the fine without contesting the charge are effectively admitting guilt. Protecting your CDL requires challenging these tickets with the help of an experienced local lawyer. Our team handles cases in both the Lamont and Santa Clarita/Valencia Courthouse systems.
