A failure to wear a seatbelt ticket eventually ballooned into a suspended license and over $5,000 in fines for Kasey Campbell, an African-American disabled veteran. As he and his family were living in a homeless shelter and his disabled premature daughter was in the hospital, he neither paid the fine nor performed the community service.
