After years of driving with a learner’s permit, New York native and
pop singer Lady Gaga finally obtained a drivers’ license to better
get around places like Fresno and Mojave.

York, the not-driving thing was becoming more and more of a stumbling block.

could not drive it.
Drivers’ License Suspension Hearings
New drivers in California, whether or not they are world-famous celebrities,
may be unfamiliar with Negligent Operator Treatment System (NOTS) points-based suspensions. In-state and out-of-state tickets both count
towards the suspension count, which is:
- Four points in any 12-month period,
- Six points in 24 months, or
- Eight points in 36 months.
Under VC 12810.5, the points alone create a presumption that the driver
is a negligent operator. In most cases, a NOTS suspension is six months
of no driving followed by six months of probationary driving.
Subsection (a) states that the hearing officer (who is not a judge and
probably not a lawyer) “shall give due consideration to the amount
of use or mileage traveled in the operation of a motor vehicle”
before deciding the matter. These items are two of the best
defenses in NOTS hearings, because there is a big difference between driving 25,000
miles in a year and driving 15,000 miles in a year.
