The federal government passed this legislation in the wake of the September 11 attacks. Some of the 9/11 hijackers apparently used fraudulent out-of-state IDs to board commercial flights. The law contains about 40 requirements for state drivers' licenses, including enhanced card design, secure production and distribution facilities, intensive document verification and several other expensive mandates. Like many other states, California does not have, or at least does not want to spend, the money.
States originally had until 2008 to comply, but the government has repeatedly granted waivers and extensions. But Judgment Day is coming. Theoretically, on January 1, 2016, your California drivers' license will not allow you into some federal facilities and will not be enough to get you onto an airliner.
